Env "shininess" for extra parts on cars

This would include up to everything that isn't the main body. Spinner, wheels, axles, springs, pins, maybe even antenna parts.

I'm thinking of two ways this could be done without messing with existing cars:

1: Use the existing env/noenv flags. The extra parts would behave similar to .w files, as in they default to no env and the model flag enables it on a per-face basis.

2: Something like this, which would set env to behave the same way as on the body, including the noenv flag behavior:
