Sounds like a driver bug (unless you mean CPU usage?). You should try updating your GPU drivers. Are you running Windows 10?

I spotted another issue, when the CARBOX.bmp is written with capital letters, game decides to allow to change to that "skin". This is a known issue on Windows and it's fixed for the next release.
